Yes, that is correct.
To elaborate, the Steam version is under contract with Gocha Gocha Games, the distributor of RPG Maker, and Gocha Gocha Games manages the sales in the form of official DLC.
To be honest, the Steam version is only offered in an all-in-one pack, so as a consumer, would it be more convenient to purchase it here? I think so.

hey there. The new packs look awesome! I’m curious how the differ from the NES character and tile pack? Is it all completely different?
Yes, as for the characters, they are completely new.
And this pack has face graphics and speech bubble icons!
The skin color is a little different, so you may feel uncomfortable if you use it with the materials from the "NES Style Character Pack".
The tileset is also almost completely new, but parts of the "NES-style tileset" are partially used.
